This arrangement started to crumble as the economy grew faster than state governments could manage their budgets, but it still left states with large pools of money that they wanted to distribute.

The word lottery is derived from Middle Dutch loterie, which may be a calque on Middle French loterie, or from a Latin phrase meaning “drawing of lots”. In any case, the practice of drawing numbers for a prize dates back to ancient times. The Old Testament contains instructions for dividing land by lot, and Roman emperors gave away slaves and property in the course of Saturnalian feasts.
